updates the preplanned drt optimizer to not check for equality of vehicle id sets in the fleet and for existing preplanned vehicles. Right now it will fail even if every preplanned vehicle exists in the fleet, but when some vehicles in the fleet do not have any prepanned assignment. The message in that regard is misleading "Some schedules are preplanned for vehicles outside the fleet".
This PR changes the test to only test if all preplanned vehicles exist in the fleet. But there may be more in the fleet that are just not used
